Packed Encoding Rules (PER)

Packed Encoding Rules is an encoding specification used by systems that use ASN.1. PER is specified in ITU-T Recommendation X.691. The name "packed encoding rules" was chosen as it provides more more compact encoding than Basic Encoding Rules.
